Association Regulations

ARTICLE 2: Purposes, Directions and Operation criteria

2.1 The Purposes
2.1.1. Strengthen affections, solidarity and mutual assistance in study and social life; share experiences and knowledge among the members in all fields.
2.1.2. Promote an interest in the Vietnamese culture and to foster a strong sense of community among the members.
2.1.3. Strengthen mutual understanding, solidarity and friendship with international friends through cultural exchanges, performance and sporting events.

2.2. The Directions
2.2.1. Organize mutual discussions on Vietnamese history, society, education, custom and habits.
2.2.2. Participate and organize exchanging sections between the Vietnamese students and international friends in many other universities in Taiwan.
2.2.3. Organize cultural activities, performances and sport events.
2.3. The Operation Criteria:
The VSA is an independent organization operating for the benefits of the community. It will not be connected with politics, parties, color, religion and commercial goals.
The operation of VSA follows the law of Taiwan and observes the law of Vietnam.

ARTICLE 3: Membership

3.1. Members of the VSA include
3.1.1. The Vietnamese students who do research and study at the NCKU.
3.1.2. Vietnamese students who study at other universities in Taiwan.
3.1.3. International students and friends who are interested in the Vietnamese culture.
3.1.4. Individuals who have great contributions to the VSA and to the development of the Association will be admitted to be emeritus members.

3.2. Responsibilities and Obligations
3.2.1. Follow strictly the regulation of association.
3.2.2. Participate actively in the association’s activities.
3.2.3. Protect, uphold the honors and interests of association.
3.2.4. Contribute fees to the association’s fund.

3.3. Interests
3.3.1. Participate other associations.
3.3.2.Equally of opportunity to participate all activities of association.
3.3.3. Equally of the right to stand for election and to vote to the executive board of association.
3.3.4. Association creates good condition to help and support each member when having any difficulties in study and life
3.3.5. To be updated and keep informed regularly about policies and activities of association.
3.3.6. Leave off association whenever having any aspiration

3.4. End up responsibilities and interests of members when:
3.4.1. Leave off association.
3.4.2. Expel from association.
3.4.3. Die.

ARTICLE 4: Framework of organization and responsibilities of executive board of association

4.1. Framework

4.1.1. Executive board consists of: President, Vice-president, secretary, and treasurer.
4.1.2. People who are not Vietnamese citizenship (foreigners) do not have the right to stand for election to executive board.

4.2. Organization
Association will have the meeting annual regularly in the first month of second semester in order to:
- Elect the new executive committee (in special case, the executive board can convoke an extraordinary meeting).
- Summarize the results, which have achieved within last year, and learned from the experiences for the stronger develop of the association.
- Decide a good sense of direction for association’s activities next year.
- Make a decision to modify, supplement the regulation of association if having 51% of associates agree and at least 1/3 associates participate.
- Decide to dissolve the association if having total number of associates to vote for.

4.3. Responsibilities
4.3.1. Mutual agreement and make a decision based on majority of associates
4.3.2. Promote the movement and activities of association.
4.3.3. Propose the activity program for association next year.

4.3.4. President

- Person has the highest authority, represent, operate and impulse all activities of association in the sensible and best way.
- Have the authority or grant authority to contract all documents after having unanimously agreed of all associates.
4.3.5 Vice-president
- Assist the President
- Be representative of association while president is absent or according to the president’s authority.
4.3.6. The secretary

-Assist president and vice - president
-Take note and summarize unanimous opinion from meetings
-Announce new information as well as the time of meetings (2 days before the the meetings)
- Convoke some members for an extraordinary meeting in case assistance for board committee is needed

4.4. Election
The board committee will be elected by all members of the association according the following manner:
4.4.1. Candidates or recommended members shall be the candidate in the board committee. (members have right to choose him/her self or others to be candidates)
4.4.2. President and vice-president election: members shall elect two out of the candidates, following ballot-voting manner. Candidate with the highest number of votes will be the president, candidate with the second highest number of votes shall be the vice-president
4.4.3. Secretary and treasurer shall be separately elected from candidates according to the same manner of ballot voting above.
4.4.4. To assure justice in election, scrutiny members selected from all members are neither candidates nor committee members.

ARTICLE 5: The financial issue

5.1. Fund of the association

5.1.1. Fund of the association are collected from the contribution of all members as well as the sponsorship from individuals and other organizations
5.1.2. Fund of the association is kept by the accountant
5.1.3.Responsibility of accountant
Record the receipts and expenses
Record all bills up and periodically inform all member in form of documents

5.2. Regulations

Fund of the association is paid for the activities defined by the regulations of the association. No member gets financial support from the association.
No member is allowed to be self-interest through illegitimate expenses or cheating.

5.3. Time and amount of the association
Fund is collected based on the agreement from all members
In any specific case, financial decision shall be approved with the agreement from at least 51% of all members

ARTICLE 6: Duration of the association, regulations amendence, and association dismissal
No time-limit for the operation of the association
The association will be dismissed if there is more than 2/3 agreement votes from all members
Assets of the association shall be given to other social welfare organization if the association is dismissed

ARTICLE 7: Supplementary terms
All supplement and revised ideas from members will be approved by the committee based on public vote.
Regulations of the association shall be supplemented and modified based on the attendance of at least 1/3 members with 51% or above members agree.
